Edward R. Brown - - Technical Director

Mr. Brown, a senior Systems Engineer, has extensive experience in designing major electronic toll road systems and in the creation of winning proposals for the acquisition of tolling business. He also has expertise in the generation of Statements of Works (SOW) and specifications that define toll system requirements. Mr. Brown is currently serving as a Highway Electronics' technical consultant to 407 ETR Concession Company, the present owners of the Highway 407 toll road. In this capacity Mr. Brown not only provides technical advice to the owner, but generates technical requirements, statements of work, and other related technical documentation required for a Highway 407 toll road expansion. Mr. Brown also serves as a contractor monitor, overseeing technical aspects of the expansion work being done on the toll system, and functions as a contractor payment auditor for a major financial institution.

Prior to working for Highway Electronics, Mr. Brown served as the Technical Director for Highway Transportation Management Systems (HTMS) at Raytheon (formerly Hughes). In this position he directed all HTMS technical activities for the Highway 407 all-electronic toll road program for the province of Ontario, Canada, from it's inception in 1994 until it completed its first full year of successful operation in 1998. In this capacity, he was responsible for development of system specifications and the technical integrity of the program. He also coordinated the technical design activities among several team members and major subcontractors to assure compliance with customer requirements. In addition, he served as primary technical laison with the customer.

Mr. Brown previously served as Senior Systems Engineer for the Highway Transportation Management Systems business unit of Raytheon Systems, where he was responsible for systems engineering of HTMS products and programs. Mr. Brown has a total of 30 years of experience in the development of complex electronic systems.

Mr. Brown played a significant role in nearly all new business proposal activities within HTMS, and led the technical effort for the generation of the Hughes portions of the Canadian Highway 407 toll road and the Cross-Israel Highway toll road proposals.

Prior to his joining HTMS in 1993, Mr. Brown served as both a Senior Staff Engineer and a Department Manager for Electronic Warfare Systems at Hughes. He was responsible for system design and development of complex electronic warfare systems, primarily for United States customers. Mr. Brown was instrumental in the transitioning of key technology from the electronic warfare community into the HTMS product line. This technology is used to accurately define the location of transponder equipped vehicles on the roadway.
